During the Development of the Cetme L the Spanish attempted a few different designs for scope mounts that attached to the rear sight. They eventually scrapped the idea and decided to make the LV variant with an integrated scope mount. It is extremely hard to find either the rear sight itself or a LV parts kit. So the idea was resurrected from the dead and brought to you. The design is not made for large scopes only small ones like shown in the photos which is close to the size of the original enosa scopes adopted by the Spanish.
